The City of Harvard is asking Illinois EPA to fund a $20.5 million loan for updating its 76 year old sewage treatment facility, including upgrades to headworks, intermediate pump station, sludge pumps and electrical distribution. IEPA guidelines could result in forgiveness of up to 30% of the loan principal as a means of assisting Harvard to bring its facility up to current wastewater treatment standards.
