Under the Great Lakes Compact, Attorney General Lisa Madigan is objecting to Foxconn’s proposed diversion of seven million gallons per day of Lake Michigan Water through the Racine, Wisconsin water utility, arguing that the Racine waste water treatment facilities will be unable to properly treat that volume of industrial waste water before returning the processed sewage to the lake. Foxconn’s plant in Mount Pleasant comes under the Compact, which requires great lakes water diverted to communities outside the Great Lakes Basin be taken for public use rather than industrial purposes. Madigan argues that Racine should not be permitted to increase water diversion from Lake Michigan beyond the currently approved levels.
